DESCRIPTION

We are seeking a Procurement & Logistics Manager (PLM) who would be responsible for the procurement of materials, equipment, machinery, supplies, and services in line with our procurement policies and procedures. The PLM directs the functions of sourcing and selecting vendors, leads the computerization of record-keeping and of contract generation for all selected vendors. The PLM ensures an efficient and seamless procurement process as well as adherence to procurement policy. The PLM leans towards automating processes, communicating policies clearly, controlling the cost of procurement outlays, and protecting against quality issues.

RESPONSIBILITIES

Analyzes, assesses, and in many cases, generates vendor contracts to ensure favorable terms and conditions and consistency with legal requirements.
Proactively reviews purchases and contracts to explore cost-management strategies
Proactively works with all departments to ensure compliance with RICA policies.
Implement best practices, including automated process and supply chain work-flow.
Actively supervises all Procurement and Logistics personnel.
Carries out an assessment of procurement needs to coordinate, develop and implement departmental procurement plans across the institution.
Directs the sourcing process which includes identifying prospective vendors.
Prepares tender documents in liaison with the Operations and Finance team for the purpose of contracting for various services and goods required;
Manages the bid generation and selection processes.
Revises and implements procurement policies and procedures to reflect best practices.
Directs negotiations with suppliers to obtain the best offer available within the time constraints of the requirement.
Oversees the placement of orders with suppliers, including orders for capital equipment, services or other items needed by the organization.
Leads the preparation and issuance of purchase orders/purchase requisitions and ensures completeness and clarity.
Prepares bids for issuance including writing Requests for Proposal, receives bids from vendors and prepares bid evaluations for internal client departments.
Maintains and develops internal controls to improve the functioning of Procurement and Logistics function
Monitors RICA compliance with Purchasing policies and procedures.
Review purchase order claims and contracts for conformance to company policy.
Directs the inspection of goods and services delivered to ensure conformity with requested specifications for confirmation;
Manages transport logistics through the allocation of drivers to be responsible for office operations, trips, staff and guest transportation;
Oversees the management of the RICA�s fleet of vehicles supports RICA Operations/Facilities team with other procurement and logistics needs on and off campus as requested

Must be proactive, able to work without supervision; make decisions, and have judgment.
Must be able to handle multiple tasks and projects and prioritize across departments.
Must be detail-oriented with the ability to organize.
Must be able to work in a complex, heavy volume and high-pressure environment.
Must be a team-player of unimpeachable character.
Must have the ability to maintain a high level of confidentiality.
Must have supervisory experience.
Must be proficient in the use of Microsoft Office applications and procurement software.
QUALIFICATIONS:

At least five (5) years of relevant work experience in Procurement and Logistics Management or other related experience.
Bachelor’s degree or higher, preferably in Procurement, Inventory Management or Business Management or related field.
Excellent English and Kinyarwanda comprehension and communication skills, both written and verbal; addition of French would be an advantage.
Proficient with Quickbooks, OneDrive, Sharepoint and the Microsoft Office 365 environment as a whole preferred
Professional certification preferred.
