In 2000, the Government of Rwanda developed Vision 2020 which aims to transform Rwanda into a middle-income country, one in which its citizens are healthier, educated and prospering.

To realize the goal of Vision 2020, the Government of Rwanda required the participation of Private Sector companies, to develop the skills and technology needed to achieve competitive advantage. In 2010, a development company Digitech Solutions was registered to execute various projects in the energy, IT and healthcare sectors, these were eventually established as individual subsidiaries. During 2012, Digitech Solutions was rebranded and restructured to form an investment holding company Ngali Holdings.

Bidding documents may be obtained from Ngali Holdings Procurement office 7th-floor BODIFA MERCY house KG 624 ST Kimihurura (opposite Parliament) upon presentation of proof of payment of a non-refundable fee of Ten Thousand Rwandan Francs (10,000 RWF) to Ngali Holdings Account N0: 4003200206261 in Equity Bank.
Well printed bids properly bound must be submitted in 03 copies of which, one is original and 02 copies conforming to the original. Bids in sealed envelopes must be addressed and submitted to Ngali Holdings procurement office at 10:00 am on 10th February 2020. Late bids shall be rejected and returned unopened.
The opening of bids will take place on the same day of submission of bids in the presence of bidders or their representatives who choose to attend from 10:15 am in the Ngali Holdings Board room.
