Procurement and Planning Officer
\nReport to: The Secretary General <\/p>\n
Duties and Responsibilities:<\/p>\n
Prepare strategies and plans;
\nCollect the data and evidence for elaboration of strategies and plans;
\nEstablish the performance indicators of programs and activities;
\nEnsure that the strategic plans are results-oriented;
\nConsolidate the plan of actions of departments;
\nParticipate in the budget preparation;
\nEnsure the linkage between the plans and the budgets;
\nPrepare the Medium-term expenditure framework (MTEF);
\nTo organize monitoring and evaluation meetings of the Institution;
\nTo identify criteria and indicators evaluation of programs;
\nPrepare annual procurement plan;
\nPrepare bidding documents;
\nPublish and distribute tender notices;
\nReceive and safekeeping of bids;
\nRequest competent authorities to approve recommendations for the award of tender;
\nPrepare notification of tender award to a successful bidder;
\nMonitor contract execution in collaboration with the beneficiary department;
\nFile all procurement proceedings for the procuring entity;
\nProvide information and documents to competent authority if required;
\nServe as secretary to the Internal Tender Committee (ITC);
\nPerform any other duty provided by regulations set out by the procuring entity
\nSELECTION CRITERIA<\/p>\n
The candidate must:<\/p>\n
Have a bachelor\u2019s degree in Procurement, Accounting, and Finance;
\nHave a minimum of 3 years of working experience in procurement in a recognized institution;
\nBe proficient in the use of MS Office suite, especially PowerPoint, Excel, and Word;
\nHave excellent verbal, written, and presentation skills in Kinyarwanda and English and or French;
\nBe dependable, cooperative, and a team player;
\nBe able to work independently, pro-actively and have a ‘hands-on approach;
\nHave excellent task-management skills, able to set and meet deadlines and multi-task effectively with discretion and confidentiality;
\nThe candidate should be available to start immediately upon confirmation of his recruitment and contract terms finalization.<\/p>\n
