\u201cPROJECTS DEVELOPMENT OFFICER \u201c (PDO)<\/p>\n
I. Background<\/p>\n
The Rwanda Bar Association (RBA) is a professional body of Advocates created for the first time in Rwanda by an Act of Parliament in 1997 (Act N\u00b003\/97 of March 19th, 1997) creating to Kigali Bar Association.<\/p>\n
Currently, the Rwanda Bar Association was established and is regulated by the Law N\u00b0 83\/2013 of 11\/09\/2013 determining its organization and functioning.<\/p>\n
One of the missions of the Rwanda Bar Association are to strengthen Professional Development of Advocates in Rwanda, capacity building, Continuous Legal Education (CLE), discipline and ethics, Legal Aid, Pro bono services provided to the public, and ensuring the rule of law, good governance, and access to justice in Rwanda.<\/p>\n
To achieve its mission, the Rwanda Bar Association is seeking to recruit a highly qualified professional person that will be charged with the daily coordination, management, and supervision of the Rwanda Bar Association\u2019s Projects Development Department.<\/p>\n
II. Responsibilities<\/p>\n
The Projects Development Officer (PDO) shall report to the President of the Rwanda Bar Association and his\/her duties shall include but not limited to:<\/p>\n
Maintain a detailed database of reliable information on the members of the Bar Association
\nPrepare, coordinate, and monitor projects to be initiated and implemented by the Bar Association
\nIdentify Advocate\u2019s needs and services to be provided to them by the Bar Association
\nRespond to Advocates and public correspondences.
\nOrganise mediation between Advocates\/Clients
\nOrganise preliminary hearings for disciplinary actions to be decided by the President of the Bar
\nDesign and implement members welfare programmes and activities.
\nIdentify of emerging issues and areas of training for Advocates and potential trainers.
\nPrepare and implement the annual Continuous Legal Education (CLE) agenda for Advocates.
\nCoordinate, supervise the legal aid\/ pro bono department of the Bar Association.
\nEnsure good partnership with other legal aid institutions
\nEnsure good partnership with other legal training institutions such as ILPD & Universities
\nSubmit a weekly report to the President of the Bar Association on ongoing activities and projects
\nSubmit opinions on laws and regulations that can affect Advocates and\/or the Bar association
\nPerform duties as may be assigned by the Executive Director and\/or the President of the Bar.
\nIII. Qualification and Skills Required<\/p>\n
Interested candidates must fulfill the following requirements:<\/p>\n
Bachelor\u2019s Degree in Law or in projects management with proven experience of at least three years.
\nStrong skills in projects drafting, development, management, and implementation
\nStrong skills in identification of project\u2019 sponsors or donors
\nStrong understanding of the importance of the rule of law, need of access to Justice, and legal aid.
\nStrong analytical skills, the ability to present data in a clear and precise way using IT tools.
\nStrong ability to work with strict targets and deadlines.
\nStrong capacity of teamwork, team building, team management
\nHigh level of writing and speaking in English, French, and Kinyarwanda
\nExcellent presentation, reputation, ethics, and attitude.
