DUTIES AND RESPONSABILITIES<\/p>\n
Designing and implementing the M&E activities, assisting the Planning Manager in preparing Quarterly\/Annual reports and monitor the activities on a regular basis.
\nResponsible for the design, coordination and implementation of the monitoring and evaluation framework.
\nHe\/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project.
\nAssist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
\nAssist in the development and\/or finalization of the project Work Plan and keep it updated in accordance with project activities and timeframes.
\nDevelop the overall M&E framework, Performance Monitoring Plan with relevant data collection systems.
\nReview the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
\nDevelop baseline data for each project component and for all project indicators.
\nWith collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
\nDevelop a plan for project-related capacity-building on M&E
\nOrganize and undertake training with collaborating partners on M&E as required.
\nProduce monthly and Quarterly reports on M&E findings and prepare presentations based on M&E data as required by the Supervisor.
\nCollect data on a regular basis to measure achievement against the performance indicators, check data quality with partners; maintain and administer the M&E database.
\nDevelop and strengthen monitoring, inspection and evaluation procedures
\nMonitor all project activities, expenditures and progress towards achieving the project output;
\nMonitor and evaluate overall progress on achievement of results;
\nSuggest strategies to the Project Management for improving the efficiency and effectiveness
\nJOB SPECIFICATION<\/p>\n
Essential Requirements<\/p>\n
University Degree Preferably Masters in project management, strategic management, Business Administration, Economics or related field.
\nAt least 5 years of experience in the design and implementation of M&E in development projects implemented by Government;
\nExperience in designing tools and strategies for data collection, analysis and production of reports;
\nProven ICT skills, and using database software;
\nExpertise in analyzing data using statistical software;
\nStrong training & facilitation skills.
\nFluency in written and spoken English and knowledge of French is added advantage.
\nAbility to work independently
\nWillingness to work overtime as required.
