DRC Ex-Justice Minister Mutamba Accuses Rwanda of Orchestrating His Fall

Constant Mutamba, the former Minister of Justice of the Democratic Republic of Congo (DRC), has accused Rwanda of engineering a plan to deliver him to justice.

Mutamba made these allegations in his resignation letter addressed to President Félix Antoine Tshisekedi.

He resigned on Tuesday, June 17, just before he was to appear in court to face charges of embezzling $19 million intended for the construction of Kisangani Prison.

In his letter to Tshisekedi, Mutamba asserted that he “did not embezzle a single cent of state funds.”

He claimed that Rwanda was behind the plot to undermine him—motivated by his court rulings against leaders of the AFC/M23 rebellion—before the plot was executed by certain DRC officials.

He stated:
“As your soldier who played a role in prosecuting senior AFC/M23 leaders, I was stunned by political betrayal that appears to have been plotted in Kigali and executed by some of my colleagues, aimed at demoralizing these reforms and patriotism.”

Mutamba added that the plan became evident through a message from Rwanda’s Minister of Foreign Affairs posted on X, congratulating him, as well as comments from AFC/M23 leaders accusing him of defamation.

He also said he was brought down after surviving several assassination attempts orchestrated by “enemy agents” who managed to poison him.

Mutamba told Tshisekedi he remains ready to continue serving the DRC out of loyalty to his government.
