On Thursday, June 12, 2025, Chinese Foreign Minister Wang Yi, a member of the Political Bureau of the Communist Party of China (CPC), met with Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe, in Changsha, the capital of Hunan Province.
Wang Yi recalled that at last year’s FOCAC summit in Beijing, President Xi Jinping and President Paul Kagame jointly elevated the Rwanda–China relationship through robust collaboration. The two countries issued a joint statement detailing the implementation of three global initiatives, which strongly support the deepening of bilateral ties.
China said it stands ready to work closely with Rwanda to implement outcomes from FOCAC, take concrete steps from the Changsha Declaration, safeguard the common interests of developing countries, uphold international truth and justice, and help build a China–Africa community with a shared future for the new era.

Wang Yi emphasized that development does not mean replicating Western models. China is ready to share ideas and learn from Rwanda’s governance experience, jointly explore modern development paths suited to both nations, mobilize public support, and unite strengths to improve citizens’ well‑being and global progress.
According to China’s Ministry of Foreign Affairs, China supports Rwanda’s drive towards its Vision 2050, and is prepared to deepen practical cooperation across various fields, building a comprehensive and balanced partnership through government, political parties, legislatures, and provinces.
On his part, Minister Nduhungirehe said that over the past fifty years, Rwanda and China have maintained mutual respect and deep friendship, achieving remarkable results in infrastructure, electricity, health, and education. “Strengthening our bilateral ties at last year’s Beijing summit further benefited Rwandan citizens.”

He added that Rwanda fully adheres to the One‑China Principle (denying official recognition to Taiwan), and is ready to implement outcomes from the summit, especially the ten cooperation initiatives, working together on an independent development path. “Rwanda highly appreciates and supports the three global initiatives proposed by President Xi Jinping to build a world of peace and development.”
The two ministers also exchanged views on peace and security in Africa. Nduhungirehe commended China’s significant role in promoting peace talks and a political solution in Eastern DR Congo. Wang Yi affirmed that China will continue playing a constructive role in promoting peace in eastern DRC.
