Rwanda Revenue Authority Exceeds 2024/2025 Tax Target, Collects Over Rwf 3 Trillion

The Rwanda Revenue Authority (RRA) has announced that in the 2024/2025 fiscal year, it collected Rwf 3,079.8 billion (over three trillion Rwandan francs), surpassing its original target of Rwf 3,041 billion.

In a press briefing held this past Tuesday, RRA reported that this performance represented 101.3% of its planned target.

Presenting the revenue performance for the fiscal year ending June 2025, RRA attributed the success to several key strategies, including public awareness campaigns, voluntary tax declarations, and intensified efforts to combat smuggling.

Ronald Niwenshuti, Commissioner General of RRA, explained that the Rwf 3,079.8 billion collected represents 52.9% of the national budget for that year.

The Authority also revealed a significant increase in the use of Electronic Billing Machines (EBMs): 147,700 invoices were issued in 2024/2025, up from 117,631 in 2023/2024.

Among new users of EBMs, 44,000 traders were registered for Value Added Tax (VAT), up from 32,529 in the previous fiscal year.

The voluntary tax declaration program also brought in Rwf 18.1 billion, with 5,328 individuals coming forward in 2024/2025.

Import taxes played a role too, rising by 21.9%, exceeding the 16.3% that had been projected, while anti-smuggling operations helped RRA raise an additional Rwf 14.6 billion.

An economic growth rate of 8.0% between July 2024 and March 2025, higher than the projected 7.6%, also contributed to the revenue increase.

For the 2025/2026 fiscal year, RRA aims to collect Rwf 3,628 billion, equivalent to 53% of the national budget, as Commissioner General Niwenshuti outlined. To reach this goal, RRA will intensify enforcement measures, use of digital tools, and anti-smuggling operations.
