The Government of Rwanda, through the Ministry of Local Government, has issued new regulations governing the use, importation, trade, and storage of non-lethal weapons and their accessories, introducing stricter control measures.
These directives, based on the 2022 Prime Ministerial Order, require that any individual or business wishing to engage with such weapons must obtain special authorization and comply with strict legal procedures.
What Are Non-Lethal Weapons?
Non-lethal weapons are designed to temporarily disable or control a person or animal without causing death. They are often used for wildlife control, sports, exhibitions, or certain internal security operations.
Who Oversees These Weapons?
Two government institutions are responsible for oversight:

Minister of Local Government – Grants licenses related to international transfer (import, export, trade, or transit) of non-lethal weapons and their accessories.

Inspector General of Rwanda National Police – Authorizes possession, use, loan, or transfer of such weapons within the country.
Requirements to Obtain a License Include:

A written request letter

National ID or passport (applicant must be 21 or older)

Certified mental health certificate from a licensed physician

Police clearance proving no criminal record

Traders must prove they have secure storage facilities and trained staff
Licenses must detail the type, quantity, serial numbers, origin/destination, storage location, and intended recipient. Issuance may take up to 30 days.
Monthly Reporting Required
License holders must submit monthly reports to the police, detailing how the weapons and accessories were used. Any incident must be immediately reported to the nearest police station.
Inspections Every 6 Months
Police and the Ministry will conduct biannual inspections and may conduct urgent checks when needed.
Penalties for Non-Compliance
Providing false information, violating regulations, or posing a national security risk may result in license suspension (up to 6 months) or permanent revocation. In such cases, all weapons are confiscated by the police.
Transition Period for Current Holders
Those who already owned such weapons prior to the new law have six months to comply with the new legal framework.
Disposal of Unusable Weapons
Owners or companies are responsible for covering the costs of dismantling or incinerating outdated or non-functional weapons.
