Victoire Ingabire Umuhoza is expected to appear before the Kicukiro Primary Court on Tuesday, July 8, 2025, for a hearing on her request for provisional release, according to The New Times.
This court case follows her arrest on June 19, 2025, for allegedly spreading false information and rumors aimed at tarnishing Rwanda’s image internationally.
According to the National Public Prosecution Authority (NPPA), Ingabire—who was previously imprisoned for offenses related to divisionism and forming armed groups—is now accused of again threatening public order.
Her case was submitted to court on June 30 after an investigation conducted by the Rwanda Investigation Bureau (RIB).
Ingabire is the leader of DALFA-Umurinzi, a political party not legally recognized in Rwanda. She previously served a 15-year prison sentence for inciting public division, forming a rebel group, and minimizing the 1994 Genocide against the Tutsi. She was pardoned in 2018 by President Paul Kagame.
Prosecutors say her current case is connected to others, including YouTuber Theoneste Nsengimana and Sylvain Sibomana, who are accused of organizing non-violent protest trainings through English lessons, allegedly using the book Blueprint for Revolution by Serbian author Srdja Popovic.
All the accused are suspected of conducting these activities secretly, using fake names, and seeking foreign funding.
The court will determine whether they should remain in provisional detention while the investigation continues.
