Lt. Gen. Constant Ndima rehabilitated as commander of military operations in North Kivu

The Chief of Staff of the Armed Forces of the Democratic Republic of Congo, Lieutenant-General Christian Tshiwewe Songesa notified Wednesday, March 15, the military governor of North Kivu, Lieutenant-General Constant Ndima, of his rehabilitation as commander of military operations in this province, in accordance with the provisions of the state of siege .

“I inform you that by ministerial decree N° MDNAC/CAB/006/2022 the Ministry of National Defense has rehabilitated you in all of your functions and attributions of military governor of North Kivu as specified by the prescribed of Ordinance 21/016 of May 3, 2021, on measures for the application of the state of siege on part of the territory of the DRC, in particular in its article 5 which stipulates that throughout the duration of the state of siege , the military governor in the conduct of Operations”, reports an official army telegram signed by the Chief of the General Staff, Lieutenant-General Christian Tshiwewe.

He is rehabilitated by an order of the Minister of National Defense and Veterans Affairs, Gilbert Kabanda, published on November 28, 2022. By conducting military operations for which the military governor is responsible, we mean all activities at the operational level, to the exclusion of operational activities at the tactical level, which fall within the respective competence of the sector commanders and their subordinate levels, we read in this decree.

On July 12 last year, Lieutenant-General Ndima Kongba Constant was relieved of certain responsibilities by a telegram message from the then FARDC Chief of Staff, Army General Célestin Mbala Munsense, calling him to concentrate only on the administrative and political management of the province.

The hierarchy had thus entrusted the conduct of operations to the commander of the 3rd defense zone, Lieutenant General Philémon Yav Irunga, for more efficiency, in view of the threat presented in particular by ADF terrorists and M23 fighters.
