At its 50th session held in Paris on Sunday, July 13, 2025, the Parliamentary Assembly of La Francophonie (APF) adopted a resolution in support of the peace agreement signed between the Democratic Republic of Congo (DRC) and Rwanda on June 27, 2025, in Washington.
This resolution was passed after both sides demonstrated a strong willingness to end the longstanding conflict that has burdened the Great Lakes region, and to revive a new relationship based on cooperation between the two nations—both at the state and civil society levels.
Vital Kamerhe, President of the DRC National Assembly, stated that his country is ready to follow the path of peace and cooperation with neighboring countries. He emphasized Congo’s commitment to resolving conflicts through collaboration and mutual respect.
On Rwanda’s side, Mussa Fazili Harerimana, Vice President of Rwanda’s Parliament, affirmed that Rwanda remains committed to supporting all peace initiatives and combating threats to regional stability.
The Francophonie resolution includes five key points:

Full support for the Washington peace agreement.

Recognition of Togo’s mediation role on behalf of the African Union (AU).

Emphasis on respecting national sovereignty and territorial integrity in the Great Lakes region, and condemnation of illegal cross-border interventions and support to armed groups.

A call for the inclusion of women and youth in peace dialogues and sustainable peacebuilding processes.

The creation of a dedicated monitoring committee made up of APF members, tasked with overseeing the implementation and follow-up of the agreement.
This decision is seen as a major step toward restoring trust in the region and is expected to bring tangible change in security and diplomatic relations between Rwanda and the DRC.
