Nyabihu: The Sector Executive Secretary Allegedly Protected by “Ingwe” Accused of Harassing Employees.

The Executive Secretary of Rambura Sector in Nyabihu District, allegedly backed by Ingwe Kabalisa Salomo, is accused of constantly harassing some employees while telling others that they will never have peace at work as long as he remains in charge of the sector. Meanwhile, the district leadership claims that upon investigating the issue, they found it to be minor disputes.

BWIZA has been following this case of workplace harassment in Rambura Sector, but for security reasons, the affected employees did not want their identities to be revealed.

Some employees say they are tired of the harassment at work, which they attribute to Executive Secretary Kabalisa, who allegedly acts with the support of Ingwe (the district mayor).

Some of these employees claim that Kabalisa’s harassment appears to be for personal satisfaction, even though he does not openly demand bribes. The district leadership is aware of the issue but has not acted, leading many to believe he is being protected by Ingwe.

BWIZA TV obtained copies of documents showing an employee receiving three warning letters on three consecutive days, which some people find inappropriate as it prevents the employee from performing their duties and instead forces them into continuous exchanges with the Executive Secretary.

BWIZA has also learned that in the past, this Executive Secretary was at risk of being dismissed or transferred due to persistent issues. However, the district executive committee intervened in his favor, claiming that he plays a key role in achieving performance targets.

Apart from sector employees, it is reported that the director of the local health center is also among those allegedly harassed by this official. Security authorities are said to be aware of the issue but have taken no action.

Kabalisa Salomo, the Executive Secretary of Rambura Sector, denied the allegations in an interview with BWIZA.

“I have no knowledge of harassing employees,” he said.

Mukandayisenga Antoinette, the Mayor of Nyabihu District, confirmed in a BWIZA interview that they were aware of the allegations against Kabalisa but found them to be minor workplace conflicts.

“We are aware of the issue and sent a team to investigate. Upon review, we found that these were minor workplace misunderstandings. It is common for employees and employers to have disagreements, but these should not disrupt work. We aim to provide guidance, and if anyone is found to be in the wrong, they may be reassigned,” she said.

Mukandayisenga urged employees to respect their employers and to communicate effectively to resolve misunderstandings while striving for excellence in their work.

In 2020, Kabalisa Salomo, who was then leading Karago Sector, was arrested for assaulting and injuring a citizen named Dusingizimana Kadafi, who worked at a tea factory.
