University of Technology and Arts of Byumba (UTAB), is a private higher learning university and is functioning in accordance with the law no. 04/2012 governing organization and functioning of non-governmental organizations. Before upgraded from Institute to university status on 10/12/2015, UTAB was previously known as Institut Polytechnique de Byumba (IPB).

IPB was opened officially and solemnly its doors on January 26, 2006, with one faculty: the “Faculty of Social Sciences, Management and Development Studies” and it’s grown with three faculties today such as the Faculty of Education and Faculty of Environment Management.

IPB was granted the definitive accreditation by the Government of Rwanda by Ministerial Order no. 002/2010/MINEDUC of 16/06/2010. Upon the recommendation of the Board of the National Council for Higher Education and on the basis of the Law no 24/2013 of 24/05/2013 governing the organization and functioning of higher education.

Ph.D. Holder Experience of at least ten (10) Years in leadership or teaching activities in a University or a Higher learning institution

To enhance the University as an institution of higher learning dedicated to excellence in undergraduate and postgraduate teaching excelling in Technology and Arts Education
To provide leadership on academic and administrative of the whole University;
To create partnerships and strengthen the image of UTAB at national, regional and international levels.
To secure a financial base sufficient to allow the delivery of the University’s mission, aims, and objectives;
To carry out certain important ceremonial and civic duties.
To ensure that academic policies effectively support the goals of the University and, as necessary, recommend changes in academic policy and programs to the Academic Council;
To provide the executive leadership in assisting the Chancellor in the overall activities related to planning, organizing, and controlling of the academic program areas.
To oversee academic planning, academic program review, and curriculum development
To supervise the Deputy Vice-Chancellors Deans and Directors, evaluating them and approving their recommendations, and facilitating promotion procedures
To supervise Action plan and budget preparation for both academic and non-academic-programs, allocating and reallocating funds and resources to and from these programs.
To provide leadership in creating and maintaining academic standards and policies
To ensure appropriate management of human resources
