Edouard Bamporiki, who served as the State Minister in the Ministry of Youth, and Emmanuel Gasana, the former Commission General of the Rwanda National Police, were among those who had committed various crimes and were granted pardons by the President of the Republic.
An announcement from the decisions of the Cabinet meeting held on Friday, October 18, 2024, confirmed that President Kagame pardoned 32 individuals who had been sentenced by the courts, while another 2,017 individuals who had been sentenced were granted temporary release.
Among those pardoned were Edouard Bamporiki and Emmanuel Gasana , who had been convicted of various crimes.
Edouard Bamporiki was sentenced to five years in prison for two crimes, including soliciting or accepting a bribe and abusing his legal authority for personal gain.
Emmanuel Gasana, who was the Governor of the Eastern Province, received a sentence of two years and six months for soliciting and accepting a bribe.
In total, six individuals were pardoned while serving time in the Nyarugenge prison.
Others granted pardons include Eric Serubibi, the former Director General of the Rwanda Housing Authority; Christian Rwakunda, a former Permanent Secretary in the Ministry of Infrastructure; and Aloys Rusizana, an accountant.
In 2021, all three of them were sentenced to six years in prison for improperly awarding government contracts.
Those pardoned are required to comply with certain conditions, including appearing before a primary court prosecutor and responding if necessary, as well as seeking permission from the Minister of Justice whenever they wish to travel abroad.
The law states that a person pardoned by the President may have their pardon revoked for various reasons, including reoffending, a case that has been settled, or failing to comply with imposed conditions.
