WHAT YOU WILL DO:
Duties
You will be answerable to the M&E Director for the performance of your duties. This is comparable to a
Team Lead position. Your duties will include the following:
Data Management, Monitoring, and Planning (70% time)
Identify strengths and weaknesses in existing data systems and make recommendations for improved processes
Ensure the tasks and output of M&E team members are of quality and assurance
Cross-train with the M&E Advisors and M&E Associates on data analysis and technical M&E data needs
Serve in a management capacity to the M&E Advisors and M&E Associates for capability and capacity-building
Work with the Directors on improvements for M&E planning and sustainability of data management
Contribute to M&E Framework development with Directors
Advise on improved learning mechanisms for results-driven processes
Write monitoring reports
Data Analysis, Visualization, & Reporting (30% time)
Support the programs (small-medium-businesses and refugee focus areas) in the analysis of data for both documentation of program progress, decision-making, learning and knowledge management with supervisory responsibilities to the M&E Advisors
Analyze changes and patterns in program indicator data and performance reports in order to make recommendations to program staff
Support program in the preparation of consolidated reports, including concise narratives and relevant tables and/or charts and graphs that capture progress against indicators
Provide donors/partners/investors with accurate and user-friendly information and ensure that senior management data queries are addressed in an accurate and timely manner
Participate in routine projects (pertaining to system improvement, reporting, presentation preparations, and planning)
Analyzing data in Excel, including creating pivot tables, charts, advanced formulas and writing summary reports
Developing, implementing, and advising on Dashboard criteria and ongoing protocol use
Perform any other activities related to the monitoring and evaluation of clients and internal organization needs, as decided by supervisor
Develop and oversee data flow pattern for the programs that will ensure timely data collection and reporting
Support the M&E Director in working closely with other departments to ensure that data requirements are integrated in program processes
Properly coordinate internal and external reporting ensuring quality, timeliness and satisfaction
WHO WE ARE LOOKING FOR:
We are looking for candidates who will navigate fast-paced and resource-constrained environments with enthusiasm, patience, proactivity, a sense of humor, and imagination. The candidate should be at an advanced level within the M&E domain and should be able to operate with limited instruction. In addition, the candidate should be able to cross-train the M&E Associate(s) and Advisors on data analysis. The candidate should be able to work under minimum supervision.
The ideal candidate will fulfill the following requirements:
Bachelor degree (preferably Master’s) in Statistics, Mathematics, Information Systems, or a related field
At least 3-years’ professional experience in monitoring, evaluation, statistics, computational sciences, knowledge management, and/or results-driven projects for digital or business-focused platforms
Data management experience
Advanced data analysis skills using Stata or R
Fluent oral/written English and Kinyarwanda
Well-developed facilitation, group leadership, and presentation skills
Willingness to innovate and the ability to think systematically
Proven expertise in quantitative and qualitative methodologies
Computer literacy with (proven) Advanced MS Excel and PowerPoint skills
Strategic thinker, organizational, team-building, attention to detail and representational skills
Advanced experience in managing multiple tasks while maintaining the quality of deliverables within set timelines.
