Minister Biruta Urges Rubavu Youth: Don’t Fall for Dangerous Propaganda from Congo!

Minister of Internal Security, Dr. Vincent Biruta, has called on the residents of Rubavu District—especially those living in border sectors with the Democratic Republic of Congo—to ignore misleading teachings coming from across the border that aim to manipulate youth into insecurity-promoting activities. He stressed that such actions bring no benefit to anyone.

He made these remarks during a community meeting held in Bushengo village, Gikombe cell, specifically engaging residents from the Rubavu and Cyanzarwe sectors.

The gathering aimed to discuss security issues and how to safeguard peace, particularly in areas bordering Congo.

Rubavu District Mayor, Mulindwa Prosper, in his welcoming remarks, told the minister and attendees that they are ashamed of some youth who, dissatisfied with the country’s progress, end up joining anti-Rwanda rebel groups like the FDLR and Wazalendo operating in Congo.

However, he noted that, with community cooperation, about 60 youths have been brought back and enrolled in civic education and vocational training programs to help reintegrate into society.

In his address, Minister Biruta urged young people to reject divisive ideologies and instead counter false information from Congo.

He said:

“The threats to our security aren’t just physical—they’re also ideological. When they deceive our youth and recruit them into armed groups, it endangers not only national security but also the well-being of their families.”

He added:

“We thank those who have returned—it’s thanks to your support. For those still out there, urge them to return. Rwanda is peaceful. Also, ignore propaganda spread across the border. If we get a chance, we’ll respond using youth-friendly communication channels.”

Minister Biruta also warned against illegal cross-border trade, stating it causes tax losses for the country and could endanger consumers if expired or unsafe products are smuggled in.

He called on citizens to disassociate from all unlawful activities and instead collaborate with security agencies to build and safeguard the nation.

While the exact number of Rubavu youth who joined Congo’s FARDC, Wazalendo, or FDLR is unclear, many are believed to have been lured by promises of jobs and money—only to end up in anti-Rwanda rebel groups.
