Handicap International Federation, which runs programs under its operational name “HUMANITY & INCLUSION” intervenes in the following areas in Rwanda since 1994:
Health, prevention, and rehabilitation
Socio-economic inclusion, education, and citizen participation

In order to strengthen its capacity, HI recruits for its “Health, Education and Livelihoods Africa: A Sustainable Inclusion Approach (HELASIA)”’ a Policy Analysis Officer in the context of a salaried position.
JOB DESCRIPTION
Under the supervision of the project manager, as a line manager the Policy Analysis Officer will be responsible for the following:
Elaborating technical documents, including policy brief and policy options;
Contributing to policy amendment development for inclusion;
Participating in the dissemination of the Rwanda disability inclusion policy ;
Conducting inclusion assessments to identify gaps in policies within institutions;
Developing Stakeholders’ inclusive policy development action plans.
She/he will act in collaboration with HI Rwanda Country Director, HI Rwanda Inclusion Operational Coordinator, HI Rwanda Technical Unit Coordinator, HI Rwanda ILD/CBR, PIASO and HELASIA Projects Manager and teams, HI Rwanda Logistic, Human Resources and Financial Services, The HELASIA Project Regional Coordination team members based in Ethiopia. He/she will be based in Kigali with regular field visits in provinces.

Relevant qualification
Degree (s) :
University degree (Bachelor’s degree) in law and related domains.
Bachelor’s degree with the specification in disability inclusion or Inclusive development.
Experiences:
Being familiar with international legal instruments, including UNCRPD and the law protecting persons with disabilities in Rwanda, SDGs, and CDAW
Proved and practical experience in disability inclusion
Holding capacity building skills (knowledge transfer, training techniques, curriculum, and modular development, etc)
Experience of 2 years in the field of policy development and inclusion
Competences:
Capacity to negotiate and work with Civil Society organizations, government institutions, local authorities, and Service Providers
Capacity to elaborate policy papers, policy briefs and policy options
Capacity to develop methodology guides
Capacity to conduct training, follow-up and supervision sessions
Capacity to work with Disability Rights Organizations and decision-makers
Capacity to collect, analyze and use data
Capacity to write reports in a structured English
Capacity to speak English fluently
Adequate Knowledge about disability issues and inclusion.
Personal qualities :
Capacity to build relations with others.
Capacity to convince.
Strong capacity in communication/adapt the message to the audience
Careful and willing to work in the network.
