TERMS OF REFERENCE FOR INSURANCE BROKERAGE SERVICES

The Deutsche Gesellschaft f�r Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

GIZ Offices are the central element of GIZ�s field structure. They ensure consistent overall representation of the company and its successful positioning as a service provider in the international cooperation market.

In order to provide professional services to its different projects and development partners, GIZ Office Rwanda is searching a professional insurance brokerage firm to support its operation in Rwanda.

1.OBLIGATIONS OF THE BROKERAGE FIRM

Quarterly report to GIZ management
Expenses report, meeting (Question & Answer sessions) with the brokerage firm as per demanded by GIZ, customer satisfaction evaluation (quarterly),
Identify & assess the risks of the company to better manage them; risk survey/ forecast: what type of risk GIZ is carrying, if any?
Ensuring that claims that are within the limit are fairly handled in terms of reasonable time, invoice reimbursements as prescribed in the standard operational guidelines.
Pre-sale due diligence that includes assessing needs, obtaining quotations and making recommendations on the best coverage by looking into GIZ needs and recommend the best possible economical offer.
Collaborate actively with the services, the user department (Human Resources) and procurement unit;
Participate actively with GIZ in the negotiation of different insurance contracts and its implementation by providing advice, suggesting, and possible amendments if any;
Ensure that the content of the contract is implemented,
Provide timely information in case a problem is envisaged,
Provide alternative/s to GIZ in a timely manner.
Establish follow up mechanisms to achieve a successful conclusion on the claim�s records, for example, from the time a declaration is made until settlement.
Hands-on and immediate support to GIZ in case of claims, or coverage problems for example, when a service stipulated in the contract is denied, as well as those that may not be stipulated in the contract but are not among exclusions.
Offer guarantee or insurance coverage best suited to the realities of the business.
Support GIZ National Personnel into their day to day inquiries regarding health and other insurance.
And all other actions in favor of GIZ.
2.TECHNICAL EVALUATION CRITERIA

Company profile together with a brief description of the company�s experience in the field of Insurance brokerage in Rwanda.
The certified licenses from the Central Bank.
At least three references of similar services to International organisations, NGOs and similar organisations with similar service package. Certificate of good completion, or proof of excellent performance in original.
Active Professional indemnity cover that will indemnify the broker firm errors, omission and negligence of the insurance brokerage company for the current year.
Professional Experience 3 to 5+ years in similar brokerage insurance services.
Description of the approach, methodology and Detailed plan of how the brokerage services will be provided.
