The Institute of Policy Analysis and Research-Rwanda is a registered independent, not-for-profit research and policy analysis Think Tank in Rwanda. It became fully functional in 2008 with the support of African Capacity Building Foundation (ACBF ) and International Development Research Center (IDRC) with initial start up support from the Government of Rwanda.

TENDER FOR PROVIDING HOTELS AND CATERING SERVICES
The IPAR-RWANDA invites eligible hotels to submit bids for providing hotel services as indicated here below:
A number of hotels needed:
Hotel of the highest class and its branches in the province if any
Any number of hotels of high classes in Kigali and province if any
Any number of the hotel of middle classes in Kigali and province if any
Hotel of the highest class (5 Stars)
All facilities necessary for the hotel of 5 stars
Proof of latest categorization (if any)
The list of services provided and its prices
N.B: Conference room shall have (Wi-Fi connectivity, projectors, sound system, Flip chart board notepads, pen, chairs, and tables)
Hotel of a high class (4 Stars)
All facilities necessary for the hotel of 5 stars

B. Pricing modalities: The list of services provided by the hotel and its pricing
The price of hiring different categories of rooms
The price of hiring different categories of conference rooms ½ a day buffet, coffee break and 0.5 L of water included
The price of hiring different categories of conference rooms ½ a day with only a bottle of 0.5 L of water included
The price of hiring different categories of conference rooms one (1) day buffet, coffee break and two bottle of 0.5 L of water included
The price of hiring different categories of conference rooms one (1) day with only a bottle of 0.5 L of water included
Cocktail (snacks +Local drinks ) per one person
Cocktail (snacks+ all mixt drinks) per one person
Outside catering services in Kigali (Price per one person) Buffet and coffee break
Outside catering services in other provinces ( price per one person) Buffet and coffee break
Prices for other services provided by the hotel not mentioned above
N.B:
The post qualification will be made in order to check if quality services presented in documents are real.
Hotels requested in provinces shall be used temporarily only when IPAR-RWANDA reallocates its activities or event considering the chosen province.
The price shall be included all taxes
No complaint shall be made if no service commended/ordered.
This tender is for a one-year renewable if both parties agree.
All hotels that fulfill the requirements will be retained.
The following administrative documents are required (Trade license; Valid tax clearance from RRA, Valid certificate from RSSB; bid security: 200,000 Frw) and certificates of good completion for the similar tenders executed.
This tender is for one-year renewable if the contractor has well performed and agreed by both parties.
Well printed bids, properly bounded and presented in two copies, one of which is the original must reach IPAR Procurement Office not later than 20/12/2019 at 10:00 am. The opening will be on the same day at 10:30 am
