Vacancy for “Administrative Professional” for the project Economic Inclusion of Refugees and Host Communities in Rwanda
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).
The objective of the GIZ Program « Economic Inclusion of Refugees and Host Communities in Rwanda » is to improve the economic participation of refugees namely in the Mahama, Mugombwa and Kigeme camps, their neighboring communities and also within the urban refugee communities in Huye and Kigali. The project’s target group consists of young people aged between 16 and 30. In its development orientation, this project complements existing humanitarian support projects for refugees by looking particularly at their long-term economic and social inclusion. The project comprises four components: 1. State institutions have implemented measures to enhance the economic inclusion of refugees, 2. The range of promotion services available to start-up entrepreneurs and entrepreneurs has been expanded. 3. Professional training for refugees and youths of the host communities is expanded. 4. Psycho-social support for refugees is provided.
In order to provide professional services, the project is searching for one candidate for the position of Administrative Professional. The position will be based in Kigali. For the time being it is limited to a period of 6 months.
A. Responsibilities
The Administrative Professional is responsible for:
Providing administrative and planning services to the project
Organizing the documentation of the project activities according to GIZ standards
Supervising the M+E activities according to GIZ standards
Organizing the communication activities of the project
Ensuring that project procedures comply with GIZ administrative regulations
B. Tasks
The administrative Professional performs the following tasks:
Assisting in preparation of the project budget planning
Assisting in the updating of the operational work plan
Set-up of an M+E system, development, and implementation of the monitoring, active participation of the reporting of the project
Development and implementation of a communication strategy, elaborating communication material for the presentation of the project
Supporting the close cooperation with relevant stakeholders such as UNHCR, state and private sector organizations and other GIZ projects
Organisation of an Economic Forum in two district towns and in Kigali in cooperation with UNHCR and MINEMA
Supporting the organization of project events
Required qualifications, competences and experience
Qualifications and professional experience
Bachelor’s degree in management, finance or business administration or social sciences
At least 3 years’ professional experience in a comparable position, ideally within the area of technical cooperation and/or with an international development partner
Experiences in M+E as well as in communication
Excellent skills in English and German
Very good working knowledge of ICT and computer applications (e.g. MS Office); good knowledge of excel and powerpoint is absolutely necessary
Other knowledge, additional competences
Finely tuned organizational skills and ability to work on one’s own initiative, in project management
Able to work under little supervision but at the same time being a real team player
Good conceptual and analytic skills
Good writing
Knowledge of Rwanda and the region is an advantage
