About us
International Alert is a 30-year old independent and international peacebuilding organization with headquarters in London and works with people who are directly affected by violent conflict to improve their living. We have been operating in Rwanda since 1996, strengthening reconciliation, reintegration and conflict management among people affected by conflicts and genocide against the Tutsi.
Background
With a fund of Ikiraro cy’Iterambere-The Rwanda Multi-donor Civil Society Program, International Alert in partnership with the National Unity and Reconciliation (NURC) is implementing Umurunga w’Ubumwe Project “Synergy for Social Cohesion Project” in 6 Districts: Nyagatare, Gasabo, Nyanza, Ruhango, Rubavu, and Musanze. This project aims to contribute to the sustained social cohesion in Rwanda by improving mainstreaming of unity and reconciliation policy and practice through producing evidence-based guidelines for NURC on the best or better approaches enabling key stakeholders to own and implement the policy through integrating unity and reconciliation policies and practices into their areas of work.
A key component of the project will be to draw learning and evidence from three forms of grassroots intervention: firstly, community-based reconciliation dialogues; secondly trauma healing counselling; and thirdly, supporting communities to make joint livelihood or economic activities with aim to not only relieve poverty, but also to bond participants, who have different experiences of the genocide, together in relationships of interdependency.
After Umurunga beneficiaries have completed Training on VSLA (key principles and knowledge related to the functioning of VSLAs) International Alert intends to provide them with start-up toolkits to help start-up saving activity.

Interested bidders should submit their expression of interest together with the following documents:
Name of the company, Phone Number, Email address, physical address.
Original or a copy of the tax clearance certificate from RRA.
VAT certificate.
RSSB Clearance
References of similar tenders executed (The bidders should attach 3 certificates of completion of previous tenders of tool kits executed). If the certificates are from individuals or private companies, they should be accompanied by their respective contracts.
Proof of ownership of EBM machine
The expressions of interest should be sent to International Alert Rwanda by Email only at Rwanda@international-alert.org with “EOI For VSLA Toolkits” as the email subject. Hard copies will not be accepted. The bidder should indicate the proposed fees for each item (inclusive of taxes).
