At the invitation of the President of the Republic, Head of State, Supreme Chief of the Armed Forces, Colonel Mamadi Doumbouya, the Secretary General, of La Francophonie, Louise Mushikiwabo made her first visit to the Republic of Guinea on January 7 to 8, 2024 to discuss progress towards ending the transition.
Accompanied by a delegation from the International Organization of La Francophonie (OIF), Louise Mushikiwabo was welcomed by the President of the Republic, as well as by the Prime Minister, Head of Government, Dr. Bernard Goumou.
Following the conclusions of the Ministerial Conference of La Francophonie on November 4 and 5, 2023 (Yaounde) asking it to maintain permanent contact with the authorities of the Member States in transition, these high-level exchanges were an opportunity to discuss the progress made towards the return to constitutional order, as well as the challenges and steps that remain to be taken by the authorities in order to carry out the transition process within the allotted time frame.
In this regard, the Secretary General welcomed the efforts noted in Guinea for the rebuilding of the State and institutions, particularly in the development of the legislative framework, and encouraged the continued implementation of the exit timetable, as well as strengthened communication to explain the challenges encountered, including through the revitalization of the Monitoring and Evaluation Committee for the implementation of the transition timeline. She also recalled the importance of ensuring the rights and freedoms of information and expression.
In this spirit, the Secretary General reaffirmed the OIF’s commitment to continuing to support the transition until its completion.
Louise Mushikiwabo took the opportunity of her presence to note the extent of the damage caused by the explosion of the fuel depot at the port of Conakry, and to convey her heartfelt condolences to the transitional authorities and the people of Guinea.
